Well, the lighting of the frame seems to be a little dark, which seemed common for Season Four… it’s probably any number of moments when Potter is having to put up with Frank (and/or Margaret) regarding things going on in camp that they disapprove of.
The first thing I want to say is “Quo Vadis, Captain Chandler?” (4×10) when Margaret and Frank complain about Chandler being blasphemous saying he’s Jesus Christ, but again, it could be any number of moments… but I’m still pretty sure it has to do with Potter putting up with Frank’s crap.
My only other guess at this moment would be “The Novocaine Mutiny” (4×21) when Potter is wise to Frank’s eagerness for him to leave camp, because he can’t wait to park his butt behind Potter’s desk.
