I cant quite place the episode… I think the coversation was that Margaret was upset she didnt get any mail, so Radar recomended she send out for free samples of random stuff, just so she could have the feeling of having something at mail call.
Could be:

I took it from the end credits. In this case, the end credits were a bit different than the rest of the episode.
