I believe they are all waving good bye to the kids who were there to receive their shots. Potter had been upset because they were allergic to the horse serum because they ate horses.

I am not positive, but this could be from “Old Soldiers.” The second storyline from this episode was the group of kids brought in for tetanus shots.
