So Frank is late returning from R&R in Tokyo, Margaret is early returning from her honeymoon in Tokyo, and we meet Major Charles Emerson Winchester III, as played to perfection by David Ogden Stiers.

Oh yeah, and they switched to a new, rather droll-sounding laugh track beginning in this season
