It's interesting to note that this was the second episode actually produced for the series, because there are a few minor differences here compared to other episodes from the season, such as Mulcahy not wearing glasses, and General Hammond making an appearance. I wonder why they had an episode like this so very early in the season though... the idea of the commanding officer being transfered to HQ and having the second-in-command take over seems more like the kind of plot that you would see maybe midway, or even closer to the end of the season.
It's also interesting to note that this is the first episode where Hawkeye and Trapper learn that Frank being second-in-command means in Henry's absence, he takes over... which is odd, considering in earlier episodes, such as "Bananas, Crackers, and Nuts" (1x07) and "Cowboy" (1x08), both of them bring to Henry's attention that if anything happens to him, or if he leaves, Frank takes over, so there's an example of why it's not necessarily a good idea to broadcast episodes out of order.
I've come to notice something too: I THINK there may actually be a missing scene from this episode. I don't mean like a scene cut from syndication, but rather, I think there's a missing scene from the actual episode: notice when Henry receives the message from Hammond about the 4077th achieving a 90% efficiency rating, and Hawkeye, Trapper, and Spearchucker congratulate him, Radar stands there mumbling, "Uh, sir? Sir?", before we cut to Henry's citation of merit ceremony, which leads me to wonder if there was perhaps a continuation of the previous scene where Radar tells Henry about an empending ceremony or something?

In regards to ur point about Frank taking over to the surprise of the other surgeons... I wonder if they thought that perhaps whilst Henry was in charge Frank stepped up for when he was away, but that a higher ranking Colon would be assigned the 4077th in the event that Henry was permanently reassigned ala Potter.
I wonder if maybe this episode was the first that really drummed up the possibility that Frank could be CO

A pretty fun episode overall. I liked seeing Frank drive Hawkeye and Trapper nuts by his overly strict policies, like morning Reveille and calisthenics, and taking away the still. Their discussion of how to get rid of Frank was great as well, with everyone pitching in their over-the-top suggestions.
